Lowe, Winnie Mercer - County Pays Tribute

County Pays Tribute To Mrs. John Lowe

Mrs. John W. Lowe, an educator and pioneer in Library Service of Yell County and the Arkansas River Valley, died January 31. Several organizations and the Yell County Record would like to pay tribute to Mrs. Lowe because of her devotion to the library and because of her work as a community leader in Fourche Valley and Yell County. The Yell County Quorum Court passed a resolution honoring Mrs. Lowe at the Quorum Court meeting in Danville on Monday, February 8, for her work for the county since 1954 until her death on January 31, 1982. Also a letter was submitted to the Record from the County Judge James Lee Witt as a tribute to her. Mrs. Lowe was active in the Arkansas Library Association and served as chairman of the school section at two different times. In 1964, she was chosen as one of three librarians to attend a federally funded institute at Oklahoma State University, where she earned nine graduate hours credit. She established the first of what was to become known as a materials center library in the state and had two articles published about library science. She was a member of the Yell County Library Board from 1954 until her death, January 31, 1982, and was a charter member of the Arkansas River Valley Regional Library Board. She was chairman of the Yell County Library Board for over 20 years and was chairman of the Regional Library Board for some six years and was vice-chairman of the Regional Library Board for some 15 years. She was interested in and helped organize the Arkansas Student Librarian's Association and kept our club at Fourche Valley active. She was the first woman president of the Fourche Valley Chamber of Commerce and the first president of the Beta Gamma Chapter of DKG. Mrs. Lowe was a lay leader for the Bluffton United Methodist Church and headed a drive to secure funds for a permanent trust fund for the Bluffton Cemetery. (Submitted by: Patsy Gatliff, Newspaper: Yell County Record, Danville, Arkansas, 1/31/1982)

Mrs. John W. Lowe, Chairman of Yell County Library Board, and Vice Chairman of the Arkansas River Valley Regional Library Board, died on January 31, 1982. Her death has saddened and impoverished all of us. She was a teacher-librarian of unsurpassed ability, and the graduates of Fourche Valley High School have appreciated her 4 and known her well. Many of in our own area because the Lowes came to Fourche Valley. It is difficult to write about Mrs. Lowe without writing about her husband. They developed a strong educational program as well as good basketball teams. Other students have left the Valley to become a great credit to the area. Mr. and Mrs. Lowe's own children have served humanity with scholarship, research, creativity, and dedication. Many people go by the plaques at the Yell County Library in Danville and the Regional Library in Dardanelle. Many of them hurry by without seeing Mrs. Lowe's name there. Many others -young and new to our communities do not know of the many trips and long meetings that Mr. and Mrs. Lowe made to help develop the regional library system. During the time Mrs. Lowe was a school librarian, she achieved notable success in developing improved library service, and was responsible for a student librarian's handbook which gave direction to others. At the Regional Library she often came and helped to write and plan for projects that would bring books to our area. She was the chairman of a committee which developed a handbook for the Region which is now being revised to serve as a model for the state.

"Our library staff knew her well and appreciated the time she so generously gave. We feel it is important to acknowledge publicly her work in bringing public libraries up out of basements and down from the attics of the courthouses in the Arkansas River Valley area. Because of Mrs. Lowe's dedication and ability, she was asked by the Arkansas Library Commission to make a trip to San Antonio to witness at hearings held by the National Commission on Libraries and Information Science. After her effective testimony, she was asked to speak again at other hearings in New York and Washington. She wrote many letters to our Congressmen in behalf of the National Library Services and Construction Act of 1956. She was on the board, helping to get the one mill library tax passed in Yell County in 1956. In 1981, the Arkansas State Library Information Officer interviewed Mrs. Lowe at the Fourche Valley High School Library. Quotes from Mrs. Lowe "I m especially interested in the children and the bookmobile. It allows us to serve people we could not possibly reach otherwise. Regionalization is the thing that has done it. It has brought libraries closer to the people. We re doing more together than any of us could ever hope to do alone.
