Retired administrator, AEA official dies at 80
Russell B. Chitwood Jr. age 80, of 9808 Snider Court, a retired school administrator and Arkansas Education Association official, died Monday. Chitwood was superintendent of schools in Lake Village for 18 years before he joined the AEA professional staff. He served as AEA president for a one-year term beginning in 1956, a position that made him a spearhead of an abortive attempt to give constitutional status to the state Board of Education. The idea was to take the state board out of politics. But the manner in which the AEA leadership decided to back the proposed constitutional amendment angered rank-and-file members and school administrators, who said they were not consulted.
Led by E. F. Dunn of the Pulaski County School District, superintendents around the state refused to help circulate petitions needed to force a statewide vote on the proposed amendment. The proposal, adopted in May 1956, was dropped a month later by, the AEA Board, partly because of the "apparent confusion" that surrounded the measure. Besides serving as AEA president, Chitwood served 19 years on the AEA board and had been AEA treasurer. He was also a teacher, coach, superintendent and county supervisor in Yell County. He was a former director of the National Education Association, a board member of Horace Mann Life Insurance Co. the Arkansas Teacher Retirement System and a former district president of the Arkansas Athletic Association.
